Civil Defense authorities in Hawke's Bay said they were unable to cope with the extent of the damage. Australia and the UK have pledged aid.

A firefighter is missing after being trapped by a landslide in Muriwai, west of Auckland. Rescue agencies said one firefighter involved was seriously injured.

Marcel Smith, whose family lives on a cliff-front property in Parua Bay on the North Island's east coast, told the BBC he fled inland with his two young children on Monday night.

Her husband stayed behind to set up security for their home. Some of the dams in place have already been washed away and they were still battling the wild weather on Tuesday.

Local media reported that some Hawke's Bay residents had to swim through their bedroom windows as water entered their homes. People have been warned they could be without power for weeks.

Aerial images of the flood-hit area show people trapped on rooftops waiting to be rescued.

The magnitude of the damage included uprooted trees, bent street lights and poles and rows of flooded homes.

New Zealand's Defense Force has released dramatic images of officers rescuing a stranded sailor whose yacht was swept out to sea after its mooring cable snapped in strong winds.

"The intensity and damage we're seeing hasn't been felt in a generation," Mr. Hipkins said on Tuesday.

"We're still building a picture of the effects of the cyclone as it unfolds. But what we do know is that the impact is significant and it's widespread."

Declaring a national emergency on Tuesday morning, Emergency Management Minister Kieran McAnulty described the storm as "unprecedented".

Emergency orders enable the government to streamline its response to disasters. It has been implemented in the Northland, Auckland, Tairauhiti, Tararua, Bay of Plenty, Waikato and Hawke's Bay regions.

New Zealand has declared a national emergency on only two occasions before - during the start of the Covid-19 pandemic and after the 2011 Christchurch earthquake.

The government blamed climate change for the magnitude of the disaster.

Climate Change Minister James Shaw said, "Of course the severity is made worse by the fact that our global temperature has already risen by 1.1 degrees."

"We need to stop making excuses for inaction. We can't put our heads in the sand when the beaches flood. We need to act now."

Cyclone Gabriel hit New Zealand just two weeks after unprecedented rainfall and flooding in the same region, resulting in four deaths.

Metservice said conditions were expected to clear in the coming days, and heavy rain warnings were being lifted for parts of the country. But it warned that the winds could still cause more damage.
